Instead of glorifying old media, MSN might partner with TourBar.com, SpotOn (added 10/17/00) or Etour. The latter has amazed me by the constant traffic it drives to my other site, and Alexa agrees (broken Alexa link removed, 02/05/02).

05/22/01 update: Ask Jeeves buys eTour assets.

07/20/01 update: ClusterTraffic works in a slightly similar way, for users leaving a participating site.

08/04/01 update: here's yet another one from annotate.net. Meanwhile, SpotOn has been trying to turn into a paying professional tool, but since they apparently didn't find a buyer, I'm not even sure they're still alive or even for sale.
