Hotmail has a rich text format toolbar
I switched to Yahoo but my girlfriend still uses Microsoft's webmail. Here's what I saw (I know you're not supposed to look at other people's e-mail):

06/01/01 update: either I never noticed till now, or it's new, but YahooMail has a similar toolbar (too lazy/busy to make screenshot). I never send HTML e-mail anyway!
