No soap, radio
Or is it, no copy, advertising? At least that's how it looks on my IE 5.5 Win2K box:

In French, the "no soap radio" non-joke could translate as: "C'est l'histoire de Paf le chien. Paf le chien traverse la rue, une voiture arrive, et paf ! le chien". Or the alternate: "C'est l'histoire de Flip-Flap la girafe. Flip-Flap la girafe se promène dans la savane, un hélicoptère arrive, et flip-flap ! la girafe".

You're not missing anything if you don't speak French. And don't ask for a translation (so you too can feel the exotic feeling of not quite grasping a foreign culture). Try it through Systran, it should make even less sense! Hint: no real animals were hurt while updating this web site.
